The Williamsport Area School District is accepting applications for a Business Administrator/ Board Secretary position for the 2025-26 School Year. The location is the District Service Center or at the determination of the Superintendent. The Business Administrator/ Board Secretary is responsible for the supervision and administration of the business operations of Williamsport Area School District including, but not limited to, the following operations: budget, accounting and finance, maintenance and plant operations, purchasing, pupil transportation, food service, central warehousing, insurance policies/coverage, tax administration, and Board Secretary duties. The Business Administrator/Board Secretary is the chief financial officer of the district and is responsible for analyzing and advising the Board of Directors regarding the financial impact related to educational programs and support operations. He/she monitors the financial operations of the district to ensure that all functions are in compliance with state and federal regulations. He/she serves as Open Records Officer for the School District. In conjunction with the third-party food service management company, he/she will serve as the District Food Service Director. Job requirements are: Bachelor degree in accounting or business related field. Master of Education in School Business Leadership (MSED) or Master of Business Administration (MBA) preferred; Five years of experience with school district and governmental fund accounting preferred; Five years of experience with investment procedures related to public funds; Prior experience as a school district business manager preferred; Pennsylvania Registered School Business Administrator (PRSBA) certification preferred. Knowledge, Skills & Abilities:
Demonstrates knowledge about functions related to school district and government fund accounting procedures as recommended by Generally Accepted Accounting Principles (GAAP).
Must be able to articulate the district’s financial status as it relates to goals and programs to staff, students, parents, and community members.
Knowledge of computerized financial accounting software utilized in a school district environment.
Knowledge of financial reports such as budgets, annual financial reports, audit reports, regulations governing the levy and collection of taxes, payroll functions, investment of public funds, and management of long-term debt/capital project funds.
Must be able to communicate with local auditors, state auditors, federal government officials and financial consultants about complicated financial reports and transactions.
Must be able to advise the Board of School Directors about financial options and explain these options in a public forum.
Maintains a valid Pennsylvania driver’s license and provides his/her own transportation to attend district meetings, approved seminars/conferences, and/or assigned district committees.
Ability to maintain a flexible schedule and attend district events.
Authority & Responsibilities:

- Performs all duties as Secretary of the Board of School Directors as prescribed by law and Section 433 of the Public School Code of 1949 as amended (24 P.S. 431-433). (E)
- Coordinates the development of the annual budget and makes the annual presentation of the budget to the Board of School Directors for approval. (E)
- Supervises the advertisement, publication and distribution of the approved budget and submission of budget documents to appropriate state agencies. (E)
- Develops a program of budget controls and monitors the execution of the approved budget. (E)
- Develops long-range financial projections and makes an annual presentation to the Board of School Directors. (E)
- Supervises the management and investment of all district funds and develops an effective cash management program that is in compliance with local, state and federal regulations. (E)
- Oversees issuance of debt and serves as district liaison with financial advisor, bond counsel and bond rating agencies (E)
- Supervises and annually reviews the district’s real estate and insurance programs. (E)
- Oversees district construction projects. (E)
- Participates in the interview process, selection, supervision and evaluations of administrators and appropriate personnel within departments under his/her authority. (E)
- Monitors the operations of the business office, payroll department, tax office, maintenance/ plant operations, pupil transportation, and food service and provides recommendations as necessary. (E)
- Is an active member of the district’s team during negotiations with employee collective bargaining groups. (E)
- Submits financial reports to the Board of Directors on a monthly and annual basis or as requested. (E)
- Maintains confidentiality of all business related information. (E)
- Serves as the treasurer for the district’s education foundation. (E)
- Recommends training programs for appropriate personnel within departments under his/her authority. (E)
- Serves as Open Records Officer responding to all Right-To-Know requests. (E)
- Serves as the fiscal consultant for any grant proposal developed in the district.(E)
- Serves as a consultant to the Board of School Directors regarding any contracts that are presented for consideration. (E)
- Monitors the procedures for purchasing supplies and equipment to ensure they are in compliance with state and federal bidding requirements. (E)
- Provides recommendations to the Superintendent regarding new policies and policy revisions which promote improved efficiency and quality for the district’s financial operations. (E)
- Provides assistance to the Supervising Manager of Pupil Transportation in making decisions and notifying radio and television stations about school delays, early dismissals, and cancellations of school related to severe weather and other emergencies. (E)
- Serves as Emergency Operations Center (EOC) Logistics chairperson. (E)
- Develops procedures to continuously upgrade his/her information and operational skills through education, conferences/seminars, membership in professional organizations, networking with other business managers and education professionals. (E)
- Performs other related functions as directed by the Superintendent or designee. (E)
Physical Requirements:
Sedentary—Exerts up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Involves sitting most of the time, but may involve walking or standing for brief periods of time.
Other Requirements:
Criminal Record must be reviewed and must show there have been no convictions within the past 10 years for any offenses involving Theft or other dishonest acts. Personal Financial Background check may also be reviewed by district insurance carrier, which is a requirement for Insurance Bond eligibility.
Auditory and Visual Requirements:
Within normal ranges with or without correction.

This position is not subject to tenure provisions of the Pennsylvania School Code.
